Restaurant Row's Most-Watched Corner Just Got a New Name, and a Very Different Price Tag

If you have mentioned the Valley Bank corner on Sand Lake Road to a neighbor this year, you probably called it "that $30 million redevelopment." That number has been repeated in enough conversations and enough local write-ups that it now sounds like settled fact. It isn't. A filing submitted to Orange County in late March named the project for the first time and put a very different number next to it.

The building coming to the northwest corner of Dr. Phillips Boulevard and West Sand Lake Road is called The Pinnacle. The current estimate on record is close to $90 million, not $30 to $40 million. That is not a rounding difference. It is a sign that the version of this story most residents heard, the one built around a spring estimate and a six-story sketch that got shot down in 2023, is no longer the version Orange County is actually reviewing.

The Number Everyone Keeps Repeating Is a Year Old

The $30 to $40 million figure traces back to reporting from earlier in 2026, when Unicorp National Developments confirmed to the Orlando Business Journal that it wanted to redevelop the old Valley Bank branch at 7625 W. Sand Lake Road. That estimate made the rounds through local blogs and neighborhood guides all spring and summer, and it is still the number most people driving past that corner would quote you today.

Then, on March 27, GrowthSpotter reported that Marketplace Center LLC, the Unicorp-affiliated entity that has owned the 1.6-acre parcel since 2002, had filed formal plans for a four-story mixed-use building with an internal four-level parking garage. Unicorp's own filing puts the project cost at almost $90 million. The building would replace the existing two-story, roughly 9,000-square-foot bank branch, which was built in 1984 and currently carries a 2025 assessed value of $2.51 million, a fraction of what the new construction is projected to cost.

The retail and restaurant space itself has not grown dramatically. Unicorp CEO Chuck Whittall told GrowthSpotter the development will offer up to seven spaces for retail and dining, with his goal being two to four restaurants tucked into the first floor. What changed is everything holding that space up: a taller garage, more structured parking, and a construction budget that reflects it.

Why the Building Looks Different Than the One Neighbors Rejected

This is not the first design Unicorp put in front of Dr. Phillips residents. Back in September 2023, the company held a community meeting at Dr. Phillips Elementary School to present an earlier concept, and neighbors pushed back hard on two points: the building read as too modern for the corridor, and the proposed height ran as tall as six stories.

Whittall's own account of that meeting, relayed to GrowthSpotter this spring, describes a direct response to that feedback.

"So we lowered the height to conform with what's in the area, and we changed the design to more of a Mediterranean feel."

The Pinnacle as filed in March comes in at four stories, not six, and Unicorp is asking Orange County for eight separate waivers covering open space, building height, landscape buffers, and setbacks. None of that has been approved yet. It is a filed proposal working through the county's planned development review, which means public meetings and staff feedback are still ahead before anyone breaks ground.

What Whittall Isn't Saying Anymore

Here is a detail worth sitting with if you have read about this project anywhere else. Back in 2023, Whittall was specific about his ambitions for the corner, telling reporters he wanted to bring in "concepts out of New York and Miami" that Central Florida had not seen before. That quote is the one still doing the rounds in local coverage, and it is the reason you will see this project described as an effort to import big-city restaurant brands to Sand Lake Road.

By March 2026, the language had softened. Whittall told GrowthSpotter he has "several interested restaurants and a couple other retail concepts" but declined to name them, describing them only as "really good concepts that are elsewhere in the country and elsewhere in the state." That is a noticeably more cautious version of the same pitch. It suggests lease negotiations are still open enough that Unicorp isn't ready to attach specific names to specific storefronts, whether those turn out to be New York transplants or something closer to home.

What Already Filled In Around That Corner While You Waited

While the Valley Bank filing worked its way through revisions, the rest of the corridor kept moving. A few changes are worth knowing if you have not been down Restaurant Row in a while:

  • Sixty Vines opened its Sand Lake location in the former Roy's Restaurant space at 7760 W. Sand Lake Road in September 2024, filling more than 11,000 square feet with a greenhouse dining room and lake-view seating.
  • Chima Steakhouse, the Brazilian churrascaria at 7600 Dr. Phillips Boulevard, has been drawing a full-buffet crowd since it opened in July 2023.
  • Domu added a second Orlando-area location in Dr. Phillips, extending chef Sonny Nguyen's ramen and wings following from its original spot.
  • The Dough Show, a Middle Eastern restaurant rooted in Egyptian tradition, began its soft opening on April 15 at 8910 Turkey Lake Road, just off the main strip, with indoor and outdoor space built for families.

Meanwhile, the corridor's longest-standing anchors have not budged. Christini's Ristorante Italiano has held its 7600 Dr. Phillips Boulevard address since 1984, back when the surrounding land was still orange groves. Bosphorous Turkish Cuisine, which started on Park Avenue in Winter Park, has run its Dr. Phillips location since 2012. Those two data points are useful context for anyone wondering whether The Pinnacle threatens to displace the independents that built the corridor's reputation. So far, the churn has been additive, not a replacement of what was already working.

The Other Construction Story on the Same Block

If you have heard two different redevelopment rumors about this stretch of Sand Lake Road, you are not confusing anything. There genuinely are two separate projects.

The Marketplace at Dr. Phillips, the Publix-anchored shopping center that sits just across from the Valley Bank parcel, is owned by Kimco Realty and has been the subject of its own preliminary redevelopment pitch. Kimco has floated tearing down the shuttered Stein Mart space to build an apartment tower with as many as 411 units, and a separate concept would raze the HomeGoods and Office Depot for up to 879 units. County planning staff raised concerns about building height at a 2022 review meeting, and as of the most recent reporting, nothing new has been presented to the county on that front.

Whittall has been clear that his plans for The Pinnacle are not tied to what Kimco eventually does with the shopping center next door. Two developers, two parcels, two separate paths through Orange County's review process. If you hear both mentioned in the same breath at a neighborhood gathering, that is why.

The corner most Dr. Phillips residents use as a landmark is further along than casual conversation suggests, and it is a different building than the one that got voted down in 2023. It is taller than that original three-story concept, cheaper on land cost than on construction, and quieter about which restaurants are actually coming than it was two years ago. None of that means groundbreaking is imminent. Waivers still need county approval, and public meetings are still ahead. But the next time someone tells you it's a $30 million bank teardown, you'll know the filing on record says something closer to $90 million, four stories, and a name: The Pinnacle.
